from 1st January 1914 and will be allowed to draw salary during the absence of the Director of Public Works (he is now on long leave) in accordance with the regulation.

It is obvious that I have no choice in the matter now that the position has been explained and I have accepted the revised salary from the date offered. Had I understood what was intended, I would have accepted
the revised salary in the first instance.
12. In accepting the revised salary from 1st January 1914, I pointed out that, as my original refusal was based on a complete misunderstanding of what was intended (such intention never having been made clear in the original offer), I asked that my acceptance might be allowed to date from 1st October 1911, the date on which the revised Scheme came into operation. This
would enable me to draw the difference between the two salaries (about £45 a year when on duty) from 1st October 1911 to 1st January 1914.

This request has been refused and I now appeal to you to allow it on the ground that, had the position been explained and understood in the first instance, it
would have accepted the revised salary
